The Commission on Complaints, Applications and Petitions. Participation of Inhabitants in the Debate on the Report of the Local Self-Government Status and Their Legislative Initiative

Summary/Abstract: One of the goals of the amendment of local self-government acts, which has been introduced by the Act of 11 January 2018, was the increase of participation of citizens (members of local self-government communities) in process of the functioning and controlling local self-government bodies. This study explores the analysis of the provisions establishing the institutions of committee of complaints, applications and petitions, as well as the participation of inhabitants in debate on the report of state of local self-government unit and civic legislative initiative. It has been also made an attempt to assess the implementation of the objectives of the amendment through the prism of the analyzed legal institutions.
