Summary/Abstract: Madrasahs, that had been caused to lose their power and support due to the accelerating schooling process which gained momentum along with the Tanzimat reform era, have been educational institutions at the center of debates that continued until today It is a known fact that the discussions about the military service of madrasah students gained momentum during the era of Abdulhamid II and continued on to the Republic Period while also being used as the main evidence for the closure of madrasahs. However, the fact that such a vital issue is reflected in some academic studies by only giving narrations and interpretations and without relying on information, documents and evidence is incompatible with the principles of scientific research and scientific objectivity. In this article, the legal regulations on the recruitment of soldiers during the Ottoman Empire and the obligations that these regulations have brought to madrasah students were examined in chronological order. The article also thoroughly examines the issue of exemption from sortition exams, which is an exceptional practice. In particular, we attempted to present the background and implementation dimension of the exclusion of madrasah students from sortition exams and how some circles’ allegations targeting madrasahs and the perception they tried to create overlapped with each other. In addition, concrete information and documents were evaluated by focusing on the accuracy of the claims and criticisms that led to the institutional deterioration of madrasahs due to the aforementioned exemption.
