Summary/Abstract: The Paris Conference (1919) was the first experiment by states on five continents to develop a multilateral negotiation framework in the aftermath of the First World War. The old diplomacy was trying to adapt to an international system with several actors, in which the principle of balance of power changed its logic, and the great pre-war actors left seats to others. What was blamed on the Conference was the negotiation procedure, which reflected the differences in the rank of the participating states. This article presents the way in which this transformation of international politics has taken place. Without describing the Paris negotiation files, this paper will focus on how the framework for the negotiations that defined the Paris Conference was created.
