Summary/Abstract: On the whole ancient Near East, the cuneiform writing appears only in the area of Eastern Anatolia in the 1st millennium B.C., as a form of communication. This article is about the Urartian state with a particular epigraphic material, stelea and rock inscriptions erected by the king, reporting their acts. This essay tries to investigate the Urartian literacy from the viewpoint of the information history. This approach will renew some questions on the Urartian history, such as the destruction of the Urartian Empire whether an Urartian cultural identity existed at that time.
