Summary/Abstract: One of the main trends in the post-1990 evolution of the Romanian urban system has been to raise numerous towns to the rank of municipium. The question is whether small towns, some with under 20,000 inhabitants, are indeed entitled to this status and if some legislative initiatives to this effect have actually a positive economic and social impact on the local communities. An analysis of these political-administrative decisions has revealed both the economic reasons lying behind them and their minimal impact on the dynamics and functioning of the new municipia.
