Summary/Abstract: In this article the author undertook a test of evidencing basic sources of changes on the labour market. In the first part the notion of institution was defined. Then one analysed the labour market as a system of the special regulation. Attention was drawn mostly to the technical and technological progress involving structural transformations, as well as the growing competition and processes of globalization which extort constant changes and the evolution of the institution of labour market. Then the costs of unemployment and institutional changes on the labour market were touched upon. At last, one considered whether long-lasting full employment could be achieved at present. Generally, international programmes could be conducive to the reducing of total unemployment.
