Summary/Abstract: The primary goal of this article is to analyze, investigate, and interpret some concepts related to digitalization and Romanian digital policy in the context of the European Union, especially in these pandemic times that highlight the exclusion of disadvantaged people such as the young, low-income, and elderly from various perspectives such as the educational state, social, economic, and cultural. This paper proposes a brief history, status, and future perspectives of the digital era, as well as an objective perspective on the discrepancies between Romania’s system and those at the European Union level, as well as discrepancies between ambitions and practical results via analyses and official statistics. This article also contends that Romania has a large potential for digital growth, and that the use of technology may aid and enhance the lives of individuals from various vulnerable groups, such as the elderly and schoolchildren.
