State government in the Zetska banovina in time of dictatorship

Summary/Abstract: Administrative division of the Kingdom, based upon the law from 1929, followed an idea of consolidation of the state trough the centralization of its rule. At regional level, it reflected a system of strict control and assignment of officials by higher authorities. Zetska banovina, being structured around the former Montenegro with addition of the surrounding territories previously belonging to Serbia and Austria- Hungary, was no exception from that rule. The first ban, the highest administrator, was the general Krsta Smiljanjić and followed by Uroš Krulj, who had previously been the minister of health in the first Yugoslav government (Prime Minister Stojan Protic) and the first government of gen. Petar Živković. Although taking part in the general ethnic-religious composition of the banovina with not more than 52%, members of the Serb-Orthodox community were occupuing the dominant majority of the administrative positions, but on the local level, on the first point of meeting with citizens’ needs, demands and objections, composition of the administrative bodies was much more adjusted to the local national-religious stucture.
