State aid for subsidizing of employment in Poland and in selected countries of the European Union

Summary/Abstract: This article concerns state aid for employment in the context of the situation on the labor market in the European Union in the years 2007-2011. Despite the general prohibition of state aid in the European Union such help is possible when it is spent on employment. In the years 2007-2011 this type of state aid amounted to 12 billion euro in the European Union. Of all Member States Poland gave the most aid − over 3.7 billion euro, i.e. 31% of the total state aid for employment in the European Union. This state aid partly prevented Polish labor market from the negative effects of the economic crisis in 2007-2009, but was not enough to stop the rise of unemployment in the years 2011-2012.
