Summary/Abstract: Innovation plays a significant role in regional development and in maintaining regional security, by means of the impact it has on people’s wealth. In the process of innovation, clusters have a priority position through their main goal – that of obtaining economic performance, which is assessed based on three factors: the competitiveness of the cluster, its growth and the grade of achievement of its established goals. Although clusters emerge as reactions to the demands of the market and to festening the interconnections between companies, their evolution depends on the policies established and promoted by governments, according to the political, economic and social conditions. There is a diversity of clusters around the world, some of them established around big companies, universities or as networks of the SMEs. Clusters have become a popular concept for local and regional development and for maintaining regional security. Having these thoughts as reference, the present article aims to present some of the general aspects regarding clusters, their situation within the EU and Romania and their importance when it comes to regional development and maintaining regional security.
