Summary/Abstract: The Consumer Price Index (CPI) is a main synthetic measure of changes in living expenses of an average household. In order to fulfill this role, the structure of the index should correspond with the actual consumption pattern of households. The housing service consumed by the homeowners (owner occupied housing – OOH), a very important component of consumption, is currently omitted in the Polish CPI. The article presents a summary of the ongoing discussion on including the housing service costs in the CPI. Some theoretical arguments are followed by the description of the most frequently used ways to calculate the cost of OOH. The paper concludes with an international review of national price indices with the OOH costs inclusion.
