Summary/Abstract: In a general sense, transparency is a tool for monitoring the public administration activity, but also a tool for ensuring good governance. This paper highlights various elements of transparency in public administration, focusing on its often surprising and even paradoxical nature and effects. In this study, we propose a simple and comprehensive model of ensuring transparency in local public administration. We start from the premise that the effects of transparency, defined in terms of tangible impact, depend in practice on how other actors react. Reactions can be of two kinds: indirect – when the media, opposition political parties or voters reveal/acknowledge the abuse of the authorities as a problem; and direct when the authorities make binding decisions in response to a problem.
