Summary/Abstract: The expansion of the typology of risks, under the pressure of the informational era, has led to an increase in uncertainty about the future of global security. The expansion of the virtual world has led to the emergence of a new dimension of state power, the “digital power”, with long-term effects on the strategic knowledge and actions of the state at national and international level. The individual has also acquired new tools of action, through access to databases and computer networks; these tools can directly influence the exercise of power internally or internationally. The “digital power” evolution forms will equally lead to development opportunity, but also to vulnerability and security issues, and their management will be determined by the ability to access, manipulate and use information
