The commune pursues tasks in this area besides other public tasks and ensuring security and public order falls within the category of fundamental tasks, the fulfilment of which requires considerable effort, including financial effort. The commune as a basic unit of local government is to respond to threats most immediately and neutralise them with its own resources and means, or if this is not possible, to prevent them from spreading. This is the main objective of the commune to be pursued in this area of running public administration.
