Summary/Abstract: The paper follows the evolution of urban legislation and regulations in the first half of the 20th century, focusing on the vision of development for residential areas that was assumed by the administration of Bucharest. We engaged in the chronologic and thematic study of the most important administrative laws, as well as of the urban plans and regulations, trying to establish the manner in which the municipality defined and assumed its role in improving housing conditions. We emphasize the complex mechanisms of tackling this issue in legislation and we follow how the legal provisions responded to the real needs of the city. The topic also encompasses the specific problems generated by residential areas in a city facing rapid industrial development and led by a growing and modernizing administration. The seminal issues of this evolution are discussed in the three chapters of this paper. The chronological limits of these chapters are articulated by the novelty level of the discussed laws and regulations.
