Summary/Abstract: According to the Second Vienna Award, Satu Mare became part of Hungary in September 1940. Despite all its efforts, the military administration that took over the region failed to solve the city’s social and public alimentation problems. The Romanian army’s presence in these parts since 1938, as well as the change of authority caused a very difficult situation as far as basic food supplies were concerned. Several measures were taken, including maximizing prices and rationing, but some articles (paraffine, wood and sugar) could still not be provided. The situation was worsened by a large number of unemployed citizens of Satu Mare and a huge wave of refugees from Southern Transylvania. Despite these difficulties, the period is characterized by the first measures of modern social politics, at first limited to minimal financial aid. The civilian administration’s assessment from 1941 proved that Satu Mare’s situation was one of the most critical in the country.
