Summary/Abstract: The concept of the rule of law has undergone an evolution which has transformed it from a formal and procedural notion into a substantive and even a teleological one. Likewise, the concept of the quality of the law has undergone an evolution which has made it encompass not only the legislative procedure, but also material elements, linked to the social context of the law, its normative content and its legal effects. Taking into account the motivation of a law implements ethical and moral requirements that sustain and nourish the concept of the rule of law.
