Summary/Abstract: The present paper is part of a large research project focused on thepolitical elites and territorial administration in communist Romania. For a bettercomprehension, our demonstration was divided into two parts. One is dealingwith the analyze of the prefect institution in royal Romania during the secondhalf of the nineteenth century and first half of twenteenth century, taking alsointo account the importance of French model. France is a reference for theimplementation of legislation on the administration, beginning in the nineteenthcentury until the late 1930s and, later, in early 1990. The second part is focusedon the development at the territorial level of the communist administration,represented at the regional/county level by the body of first secretaries of theRomanian Communist Party (PCR) and the Chairmen of the ExecutivesCommittees of the Regional / Counties. Our research aims to identify possiblesimilarities between the prefect and the first secretary institutions. Althoughrelated to distinct political regimes, social conditions and different institutions,between the prefect of the Romanian monarchy, communist correspondentsand even the after 1990 prefect, there are not only disparities and contrasts butalso some similarities
