Summary/Abstract: The principle of administrative decentralization was proclaimed in the constitutions of modern Romania (1866 and 1923), but was not applied until 1929, when the Local Administration Law was adopted, with the peasant party deputy from Vaslui, sociologist and philosopher Petre Andrei as rapporteur. In his report to the Assembly of Deputies and during the debates conducted by intellectually highly qualified MPs, Petre Andrei explained the virtues of decentralization and regionalization, in contrast to the centralized and standardizing system created by the Liberal Administrative Law of 1925. Petre Andrei's arguments - backed up by observations of Romanian social realities, but also by the theories of renowned Western and Romanian jurists and sociologists - are astonishingly topical, more than nine decades after they were formulated.
