Summary/Abstract: In 1876, an insurrection broke out in several places in Bulgaria which was stifled in islands of blood by irregular Turkish troops, later joined by those of the line. The repression was abominable, it excited general indignation in Europe. // In the meantime, the Serbian army crossed the frontier to pacify, so says the manifesto of King Milan, the insurgent provinces. The vanquished Serbian troops left the road to the heart of Serbia open to the Turks. Alexander II ordered by a telegram, dated Livadia, the suspension of hostilities before forty-eight hours. He threatened, if his order was not obeyed, to break off diplomatic relations immediately. The Turks stopped. … On December 11, 1876, the delegates of the five great powers, with the exception of Turkey, met in Constantinople, in a preliminary session, in order to work out the program of proposals which were to be presented to the Porte by a Conference meeting to agree on the conditions of peace to be dictated to Turkey on one side, to Serbia and Montenegro on the other.
