From one day to the next, the internal wars of the parties died down, social discussions were postponed to a more propitious time. As internal affairs, which during long years of peace had formed the principal object of the general interest, were relegated to the background, the haughty indifference of great nations towards the interests of small peoples disappeared. There are no more insignificant peoples; every people deserves attention, every people is a precious friend or a dangerous enemy or at least can become one at any moment. (from introduction)
