Summary/Abstract: In Serbia, there are more and more cities and municipalities, which are quality places for life, business and investment. In these local governments, alternative sources of funds for further investments in infrastructure, unemployment is less than the national average, take care of environmental protection and the needs of the most endangered groups of citizens, interethnic relations are good and the share of women in the total number of employed women in the total number of employees. The recipe for success is a smart combination of financial, technical and human resources, EIB, European Commission), specialized support agencies such as SIEPA or Supporting Fund in Vojvodina (VIP) and partner organizations that link economy, local self-government and non-governmental sector (numerous specialized sector (numerous specialized Non-governmental organizations in areas of environmental protection, democratization and strengthening of civil participation). In strategic development of development plans for the period until 2015. year, all cities and municipalities in Serbia must take into account numerous factors, which development aspirations can encourage, but also slows or quite disabled. According to quite pessimistic macroeconomic forecasts, and after the most serious wave of the financial crisis passed, Serbia will very hardly succeed in reaching the above average capital inflow from record years before the crisis. Local governments in Serbia have been aware that in terms of competition, investors will become even more picky and that the most competitive labor, the lowest local taxes and fees will, the highest business standards and consent for the start of business, the most recognitioned investment locations and The most favorable package of additional financial incentives will be able to enter this race equally. In this sense, cities and municipalities are already greatly compared to neighboring municipalities, follow examples of good practice in the region, participate in international commercial fairs and listen to local businessmen and investors.
