Summary/Abstract: The time between the last presidential elections (October 5 and 19, 1997) and early parliamentary and local elections in Montenegro, held on May 31, 1998, can be characterized as a period of serious political crisis in this republic. The only possible peaceful way out of this situation was the democratic way. Namely, in the meantime, there was agreement (consensus) of all relevant political parties on extremely important political laws: on the election of councilors and deputies, on voter lists and on public information, on the basis of which early elections for councilors and deputies were to be held.
