Summary/Abstract: After the dramatic changes in Eastern Europe in 1989 and, on the waves of these changes, the euphoric turn to the OSCE as a factor in building a new order in Europe, which culminated in the Paris Summit in 1990, there was a rapid decline in interest in the OSCE, especially at the beginning of 1991, and its relegation to the background by new dramatic events in the Middle East and in the Soviet Union.
