- Summary/Abstract:Communication generally allows: interaction between two individuals; exchange of information; sharing ideas; expressing needs. This involves at least the participation of a transmitter and a receiver. It could be the process of encoding, transmitting, receiving and decoding "signals" regarding the exchange of information and ideas between participants. To communicate, we use more than words: in our interactions with others, our body has its own language. Our gestures and eye contact are ways of communication, visual messages that influence the messages we deliver verbally. Managers who effectively manage the negative emotions at work are attentive to the messages they communicate verbally and non-verbally, as well as to their way of doing this. Communicationis essential in people's lives, because in this way individuals can understand, interact, create relationships, develop themselves, their lives get more beautiful and harmonious shades. The main elements in communication are speech and spoken language, with which we can send messages. If the language in which the communication takes place is known to all participants, then it will be conducted in good conditions, without the risk of proper non-acceptance of the message.

- Summary/Abstract:New Information and Communication Technologies (NICT) are considered valuable tools for the educational environment, but there are very few studies that analyze the effects of the stress caused by the use of NICT on teachers. This research examines the stress generated by the use of NICT by teachers in the instructive-educational process. At the same time, stressors are identified as a result of the implementation and use of new technologies. Synthesizing the results of the scientific approach, the use of technologies increases the stress of the teachers. The purpose of this research is to evaluate the extent to which the stress generated by NICT affects teachers and didactic activity. In other words, it is to be seen whether NICT attenuates or amplifies the stress of teachers and their impact on the instructive-educational process. As the educational environment tries to adapt to the information society, it is important for teachers to continually improve on the use of NICT, even if there may be factors that prevent effective use of the technology itself. Therefore, this research analyzes the relationship between stress and NICT used in the educational environment.

- Summary/Abstract:In an era of speed and turbulence, greatly important for any organization is the management of the emergencies that have occurred as challenges of the large scale change, by the implementation of new development strategies, by quality increase through the implementation of a total quality management system, by re-organization for the reduction of the non-quality costs etc. In a continuously changing business environment, organizations are nowadays facing numerous challenges, which it must identify and exploit, in order to create real value for the organization. The organizational change process is highlighted by the connection that must be established as a mutual interaction, between the organizational context and the change steering action. Therefore, the manager’s actions taken in the purpose of change are structured by the organizational context. Within this context, the aim of this paper is to identify the actual situation of the enterprises in Dambovita County, Romania, regarding the perception of the employees and of the managers on quality, quality improvement, measuring work quality, involvement in quality improvement, and the evaluation of the work satisfaction degree in order to increase quality and implicitly performances. - Summary/Abstract:Advertorial is a common form of advertising in the media, due to its characteristics who recommend it as an effective alternative communication. Character fair, apparently objective provided by the wording and presentation gives it a greater credibility than if an ad. If periodical women press, advertorial borrow a set of specific features of traditional advertising (ad) such as, for example, the weight of the image in relation to the text. This study is an overview of the differences between the ad and the advertorial to highlight the advantages of the latter in the context of mutations in the advertising market. Also, it is analyzed how advertorial is used in the specialized press, and precisely what are the differences dues to the dissimilitude of the target audience of each magazine. The study is applied to two Romanian women’s magazines, different in profile readers, and is based on their monitoring in a given period, the content analysis of all advertisements and a quantitative analysis of recorded data. The results highlight how advertorial is adapted of reading public profile, especially what are the main criteria that distinguish the two magazines regarding the advertorial use. It is about the object promoted, areas promoted and format used for advertising.

- Summary/Abstract:For the 2014-2020 programming period, the European Commission foresaw by Regulation (EU) No 1303/2013 that each Member State, before requesting reimbursement of the costs incurred in the implementation of the projects included in the first interim payment application, must undergo the so-called designation procedure. The designation procedure involves the accreditation of the constituent institutions of the management and control system for each operational program financed by the Structural and Investment Funds. The management and control system consisting of the Managing Authority, Certifying Authority and Audit Authority requires an assessment of their compliance with the criteria for the internal control environment, risk management, control and management activities and monitoring activities foreseen by the European regulation. The designation of authorities at national level is based on the audit opinion issued by the Audit Authority in accordance with internationally accepted auditing standards, which should be unqualified. Issuing a different opinion leads to non-settlement of expenditure on the operational program concerned by the European Commission. Thus, the Member State obtains a guarantee as to the necessary and appropriate structure of the systems set up for the management and control of the funds. The present article aims to present the procedure for the designation of the management and control system of an operational program and the evaluation criteria envisaged. The importance of this step is given by the fact that, depending on how these management and control systems are built, the implementation of funds can be easier or more cumbersome and the administrative bureaucratic burden for the beneficiaries can be eliminated in time. Even though the designation procedure is successfully completed, not all the premises that the implementation of the funds will meet expectations are ensured.

- Summary/Abstract:In a constantly evolving society, a modern approach of the supreme audit institutions (SAIs) has intervened as a response to changes in the environment in which they operate. Thus, in addition to the control/audit function, some of the supreme audit institutions introduced a new concept in their work, namely guidance and prevention function.This new function allows the supreme institutions to contribute more to the strengthening of the financial discipline in the public sector and reducing cases of irregularities in the use of public funds and state resources.This article aims to analyze the compatibility of the guidance and prevention function with the independence aspects that are absolutely necessary for the proper functioning of a supreme audit institution, as required by the international auditing standards of INTOSAI for the public sector.Also, there are presented some methods used by several supreme audit institutions to provide guidance to audited entities, as well as the proposals for amending the Law no. 94/1992 on the organization and functioning of the Romanian Court of Accounts regarding the aspects of guidance and prevention.

- Summary/Abstract:Given the growing importance and the visible impact of entrepreneurship on wealth creation and job creation, we considered it essential for Romania to promote and develop such research. We are committed to this study for explore the factors that have advanced the entrepreneurship in Romania as well as other factors that could encourage and even further increase more this concept. As such, the development of Entrepreneurship in a particular environment does not depend on one imperative factor, but rather on a "constellation of factors" at individual, social and national levels. Entrepreneurship depends on individual motivations and experiences, socio-cultural (including family) traditions, educational opportunities, relevant skills and attitudes, financial support through access to optimal credit, support through an efficient transport and communications facilities, macroeconomic environment and the national policy stability. It is also known that innovation and entrepreneurship are best developing in decentralization systems, by people who are willing to face and explore new ideas and deal with exogenous influences. Taking into account the key role in creating value for entrepreneurship, the methodology adopted for the preparation of this article, it's based on the one-to-one interviews with 80 entrepreneurs from different entities, as well as gathering of information received from consultations with other relevant stakeholders within the entrepreneurship ecosystem (such as educational institutions, financial communities, chambers of commerce, business associations etc.) in the South Muntenia region.

- Summary/Abstract:Through this paper we intend to highlight the necessity of the development of the tertiary sector in Romania, and within it the tourism services specific to the mountain areas. The mountain was and represents for the modern man a special attraction throughout the year. Mountain tourism enjoys international recognition because it has been found that there is a great interest of the world’s population in visiting mountain regions, plus the world dimensions of mountain areas; 24% of the Earth’s surface is occupied by mountainous regions, where a population of 12% of the world’s population lives, and an additional 14% of the world’s population is at the contact of mountainous regions with neighboring regions [4]. In this context, we have proposed to develop the strategy for the development of mountain tourism services in Romania, starting from the concept of sustainable development that implies the balance between economic growth and preservation of the natural environment. The purpose of developing the development strategy is to capitalize on natural heritage, to identify solutions for the problems faced by our country in the field of tourism services and, at the same time, to develop mountain tourism in Romania. The objective of the strategy is to identify ways to develop mountain tourism services in Romania.

- Summary/Abstract:This paper aims to study the relation between the evolution of youth tourism in Romania in the European context and the enhancement factors of development represented by the formation of communication skills in foreign languages, with emphasis on the so called “rare” languages; these skills include culture knowledge on the target tourist segments. The research methodology consists in highlighting the potential of the economic development of youth tourism reflected by literature in relation to the increase in competitiveness of those operators who turn into good account the online and offline communication in various foreign languages. - Summary/Abstract:The phenomenon called inflation is a complex problem of macroeconomic analysis and is one of the most important forms of the economic and social imbalance. Inflation is the persistent and significant growth process of the price level. Also, inflation can be defined by a decrease in purchasing power of a monetary unit, respectively of the quantity of goods and services that can be purchased with the help of a monetary unit. Thus, inflation leads to the distortion of the ratio between the nominal and the real value, with the effect of reducing the purchasing power of money. Through taxation, the State can gain from inflation in its capacity as the tax collector. In the case of indirect taxes, which are found in the sales prices of products and services, any increase in them directly affects their level. The intent of this article is to highlight the dependencies and interdependencies that may exist between fiscal policy, prices and inflation. Period under study extends over six years, from 2013 to 2018. The processed data are for Romania and have been extracted from the National Bank of Romania and National Institute of Statistics reports.

- Summary/Abstract:After the 1990s, Romania has recorded major changes in the domain of accounting, taking over and adopting models with foreign influences, first of all of French origin, then with Anglo-Saxon influences. In this context, this material aims to analyze the way the accounting policies specific of International Financial Reporting Standards are applied in the individual financial statements of the Dâmboviţa County companies, having for a starting point the reality according to which the provisions of Romanian regulation no. 1802/2014 took over, at least on the level of definitions and concepts, International Financial Reporting Standards elements.

- Summary/Abstract:In the dynamics of modern society, it is necessary to implement methods of continuous improvement, as the traditional accounting tools currently used show their limits.The modern management of any enterprise requires the establishment of a strategies that enable the enterprise to gain the benefits in the long run as a result of its action in a particular economic and social environment. Synchronized management accounting, developed by Goldratt, Ohno, Deming, and others is a philosophy of continuous system improvement. It refers in particular to continuous improvement methods, such as lean management and constraint theory. These tools and methods that compose them must not be opposed, but taken into account in a complementary manner. Does synchronized management accounting differ from traditional approaches for continuous improvement. Synchronous management methods, techniques, and tools apply in many areas of enterprise management to identify and influence elements that limit system performance, resulting in continuous performance improvements. The underlying hypothesis is that if all processes in an economic entity are improved and optimized, the system as a whole will have optimum performance. Unfortunately, this hypothesis ignores the effects of interdependencies, process linkages within an organization. The purpose of this scientific paper is to highlight the importance of synchronized management accounting. Using management accounting identifies and influences elements that limit system performance, resulting in continuous improvements in performance.

- Summary/Abstract:Many of the quality costs are hidden and difficult to identify by the usual assessment systems. The model of the iceberg of costs is very often used to illustrate this issue: only part of the costs of higher and lower quality are the obvious - those drawn in the face above the water level. Identification and improving these costs will significantly reduce the total cost of activities. In the triology, according to the planning phase, once the operations are launched, most of the time, 20% of the activities must be resumed due to the deficiencies of quality. Even in this situation, the process may be out of control (supposedly the activity will be resumed in a proportion of 40%) and must be brought back within the limits of control by taking appropriate measures. After a period of time, by implementing the improvements of quality (the third step of the trilogy), chronic loss may be reduced to a much lower level. Thus, quality control ends to be regarded as a component element of all phases of the production process, from the detection of market requirements, design, design, achievement, and until the product's product to the customer. - Summary/Abstract:Economic relationships lead to the determination of behavior towards resources, including those related to biodiversity. Human interventions are not negative only by making maximum use of biological resources, but also through activities that do not directly target these categories. The main ways humans contribute to the degradation of biodiversity are: modification and destruction of habitats, voluntary and involuntary transfer of species, overexploitation in all areas, starting with resources. The purpose of this research is to highlight the importance of protected areas in the world, as well as in Romania, highlighting economic activities that help to preserve and protect nature and the natural environment, activities that are included in management plans for sustainable development.

- Summary/Abstract:The concept of quality has been for many years, although its meaning has changed, has evolved and adapted in time. It has always been specific human nature to turn into leaders to those who contributed to the evolution of the thought and the progress of mankind. Regardless of their creation, people have always proved, as important as this. It was the case of quality and those who believed in it. The sooner the flaws are discovered, the cheaper it is their correction. The total quality costs are consistent with the sum of these costs. They are the difference between the real cost of a product or service and the potential cost (reduced) obtained whether the product or service would have been achieved or preserved in accordance with the client requirements. The quality generates numerous costs, which may be grouped in two categories, category comprising the costs necessary to obtain higher quality, nominated quality (costs of prevention) or quality control (costs costs), and the second category comprising costs generated by reduced quality, namely the cost of the quality of the internal flaws (internal defects) or the failure (the costs of external defects). Without doubt, quality experts had the significant roles to expend and transform the concept of quality from a mere technical system to a broader body of knowledge known as total quality with management implications in production.

- Summary/Abstract:The European Union as a whole is a donor of external financial assistance to third countries through structural instruments having as unique receiver the Member States with a lower level of development than the European Union average and as the main objective the accelerated support for economic development and the promotion of cross- Member States and increasing economic competitiveness. In this paper we aim to identify and analyse the particularities regarding the conformity of the projects funded by non-reimbursable funds with the national and international legislation, by stopping us from investigating the irregularities carried out by the Romanian organisms with responsibilities in identifying, monitoring and reporting. The analysis has as its starting point the first exercise of Romania's access to the European Structural Funds for the period 2007-2013, and it consist in highlight the regulated procedures, instruments and competences that Romania has at its disposal in order to ensure a healthy financial management.

- Summary/Abstract:This paper presents aspects of the digitalisation of the public and private sector in Romania. The work begins with a theoretical presentation of the notion of digitalisation and short statistics of this concept taken from the records of Eurostat. - Summary/Abstract:In Romania, as in most European countries, there is a tendency of demographic aging. This trend is based on two essential causes: a constant increase in life expectancy at birth and a decrease in birth rates. The demographic aging phenomenon has both direct and indirect consequences on the short-, medium- and long-term economic and social life of economic growth. The process of replacing generations in active working groups with those under the age of 24 will be affected as a result of demographic imbalances. Increasing the share of the elderly population will directly lead to increased economic pressure on people in active age groups. The question is, "Can the reduction in the share of the active population in the total population be offset by a corresponding increase in productivity?" If such compensation is not feasible, the likelihood of imbalances in the long run is relatively high. These imbalances are not only of an economic nature but can affect well-being in all its aspects.

- Summary/Abstract:Higher education is the most important coordinator of development and attainment of what is called globalization in the contemporary world. Higher education can match quality and quantity standards to labor market requirements. In line with current developments in the continued development of industries and technologies through digital expansion, the labor market is an area in continuous dynamics. Thus, Higher Education becomes the key to developing, harmonizing and upgrading education, regardless of the field through synergy with economic agents, companies and the mass of employers through the application of combined education programs: specialty study and digitization of skills and competencies of new graduates, but also the adaptation and training of citizens for the new workforce. The Erasmus Plus program has become a university management tool, through which higher education institutions can do internationalization at home and abroad, both internally and externally. Thanks to the Erasmus Program, the qualitative development on the labor market has increased considerably in recent years, and the expansion of skills and qualifications due to mobility at all levels of participant, student, teacher or administrative staff is expected. The quality of education is given and what is called the knowledge of another cultural environment in accordance with the new tendencies of globalization on the labor market and of Europeans, besides what is called Euro-travelers workers, which refers strictly to the category of workers. Encouraging and participating in university studies can be a guarantee of transformations and the development of the labor market [1] [7].

- Summary/Abstract:The implementation of sustainable development principles as well as the prioritization of the circular economy as a healthy alternative to economic growth will cause producers to change their vision of production by incorporating concrete and effective environmental protection measures. The European Union, through Directive 2004/35/EC on environmental liability in relation to the prevention and remedying the environmental damage has introduced, since its implementation for the first time on 30 April 2004, the obligation to respect the 'polluter pays' principle, with clear rules for them. The transposition of the Directive became mandatory three years later in 2007 for all member states and European producers were therefore responsible for both the pollution prevention action and the repair of potential environmental damage, as well as for bearing the associated costs of the two types of measures from the financial point of view. Within this research we find the concrete results of the implementation of the Directive, following the evaluations carried out by the European Commission, through the two official reports drawn up in 2010 and 2016, and also the difficulties faced by all Member States, in fact by European producers, in complying with environmental standards regarding waste. At the same time, these issues will be exemplified by reference to Romania's concrete example, as a case study.

- Summary/Abstract:The paper objective is to assess the impact of the ESF additional funding for transition from school to work schemes. The paper will explore, in particular, the added value of the European Social Fund in funding students’ internships in Romania in terms of number of students benefiting of transition from school to active life schemes, students’ expected benefits and labor market insertion. The paper is based on the assumption that internships are significantly improving students’ learning outcomes considering that internships give to the students the opportunity to see through personal learning experience and they are means of gaining a competitive edge in the marketplace and a viable tool in obtaining the first job. Based on this, it is expected that additional funding to support students internships should lead to increased recent graduates insertion rates and shorter period for their first job. Under 2007-2013, about 0.3 bill Euro were allocated to support transition from school to active life projects of which benefited over 260,000 persons. Since official data about the labor market insertion of the ESF support beneficiaries are not available, it is limiting the in depth analysis of the effectiveness of the ESF support to specific cases.
