Summary/Abstract: People across the world are living longer. According to the World Health Organization (2018), the world population that is older than 60 years will reach 22% by 2050, amounting to 2 billion people, which is a significant increase from 900 million in 2015. The number of older persons will outnumber children younger than five years. The pace of population aging is much faster than before, forcing all countries to face challenges that age brings, from health issues to human rights issues, each requiring proper policy response. As societies grow older due to increased longevity and improved health, older people change in terms of expectations they have related to life in the retirement age. There are many inspiring examples of older persons who want to pursue new activities, such as education, engage in a new career that corresponds to their passion neglected earlier, or continue to be a productive family or community member. It is not surprising to see that some older persons do not make a direct transition from employment to retirement but rather self-employment, implying a positively inverted U-shaped relationship between age and entrepreneurship. For example, to prove it, let us remember the founders of McDonald’s, Coca Cola and Kentucky Fried Chicken, were all over 50 years old when they established their business. One can conclude that older persons are heterogeneous, making aging difficult to handle research and policy-wise.

- Summary/Abstract:The paper presents the concept of the „silver economy” as an economic system related to population aging and underlines the features of this policy idea. The study first introduces the discourse and stages of constructing this system by international and national public policy actors in aging. Next, a critical analysis of the dimensions and areas of implementation and development of the silver economy as a policy concept was carried out as well as a review of its external and internal limitations. The conclusion contains proposals for further research directions.

- Summary/Abstract:With the trends of demographic aging being clearly expressed in this modern age, older persons legal protection has become complex and demanding. The number of older persons is growing continuously and the fastest of all other population groups. It is a very heterogeneous group whose members and their needs are very diverse. Despite this issue's growing relevance, the terminology used to refer to older people is still uneven and often inappropriate. There is neither a generally accepted nor a precise definition of an older person. The legal protection of older persons at the international level is still insufficient. An international treaty on the protection of the rights of older persons has not been adopted yet. This protection relies on the general protection of human rights and several non-binding international instruments. In the Republic of Croatia, older persons protection is based on several regulations from various sectors. It is noted that the problems in exercising their rights are diverse. The biggest problems faced by older persons in the Republic of Croatia fall within the scope of poverty and social exclusion, long-term care, health care, various forms of violence, ageism, stigma, and discrimination. In addition to all these complex and painful problems and the economic crisis that most countries have been going through in recent years, an additional dramatic deterioration in older persons’ status and rights has occurred with the COVID-19 pandemic. The problems older people faced at that time in such circumstances have been further exacerbated. Thus, older persons have been exposed to an increased risk of severe illness and death and the problems related to freedom of movement in general, access to health and social services, access to information, and exposure to ageism and discrimination.

- Summary/Abstract:According to statistics for the European Union (EU), the European population age structure is expected to change significantly. Long-term projections for the EU indicate a substantial increase in the share of people aged 65 and above. Due to higher life expectancy and fertility rate decrease, the EU faces a decline in the working-age population and growing demand for social and health services. According to Eurostat, the share of the very elderly population (80 and over) in the Republic of Croatia will be more than double in 2070 compared to 2019. The total population of the country will decrease to 3 million inhabitants. The purpose of this paper is to provide an overview of measures planned in the Croatian National Development Strategy (CNDS) for the period 2021-2030 related to the said issues. The fundamental question is how to achieve a sustainable pension system and public finances in such circumstances. The findings and recommendations may be used for policy suggestions to relevant institutions to create adequate solutions for our citizens.

- Summary/Abstract:The contribution of economists in the scientific debate over aging and its impact on society and the economy comes in the form of various theoretical models, particularly from the macroeconomic point of view. The aging problems have been dealt with by using a common approach to problem-solving and interdisciplinarity. In this paper, we took a more straightforward model approach from macroeconomics, Modigliani’s Life-Cycle Hypothesis, whose content can be incorporated into the concept of life cycle theory. In this way, the theory shows how resources are transferred at different times to the outcome logically and rigorously.

- Summary/Abstract:Physical activity is beneficial to people of all ages and is associated with reducing morbidity and prolonging life expectancy. Exercise has been linked to several beneficial health outcomes, including improved bone and muscle health, reduced risk of obesity, diabetes, coronary heart disease, stroke, certain types of cancer, and overall mortality. It can also improve cognitive functions, reduce the risk of falls and fall-related injuries in older adults, and reduce stress, anxiety, and depression. The most common risks of exercise are injuries to the musculoskeletal system. More severe but less common risks include arrhythmias, sudden cardiac arrest, and myocardial infarction. The benefits of exercise outweigh the potential risks. By exercising the elderly improve mobility, strength, flexibility, and stability. It can improve daily functioning, reduce the risk of falls and consequent injuries, and help maintain independence. It is never too late for physical activity, and every physical activity has health benefits. Group exercise programs have the added benefit of social inclusion. Before starting physical activity, it is necessary to assess the current activity, determine the presence of symptoms and signs of known chronic diseases, and the desired intensity of exercise. Four categories of exercise are recommended for older adults: aerobic exercise, strength exercises, flexibility, and balance. It usually starts with moderate-intensity aerobic activities for 30 minutes five days a week or vigorous activities three days a week. Flexibility is significant for performing daily life activities; flexibility exercises should be performed twice a week for 10 minutes.

- Summary/Abstract:This paper presents the research whose aim was to investigate age-friendly urbanism characteristics and answer the question: Does managing the creation of age-friendly environments lead to sustainable development goals? Applying theoretical scientific methods like induction, deduction, analysis, classification, and description, a review of relevant scientific literature and legislative and strategic publications has been conducted. In addition to that, the case of the City of Osijek has been studied. The introduction of the paper presents aging and increased urbanization as two significant forces shaping living in the 21st century. Building onto those presumptions, age-friendly cities have been defined as those that foster healthy and active aging by enabling the more extraordinary functional ability for elderly citizens. The second chapter reveals characteristics of modern cities, emphasizing polycentricity to maintain humanity and functionality even in fast emerging megacities. Additionally, given the impact that increased urbanization has on sustainable development, the effect of sustainable development goals has been pointed out. The third chapter reviews the existing body of knowledge of age-friendly environments, encompassing municipal services, the social environment, and the physical environment. It also reflects on person-environment fit and elaborates the importance of the right to the city.

- Summary/Abstract:Retirement represents the end of working life and career, and the so-called „deserved rest”. For some, this ending means the beginning of life at a „slower pace”, time for delayed events, activities, hobbies, opportunities, while others, for various reasons and different motives, delay this event. The extension of working life is undoubted affected by a better standard of living, better health care, and legislation and regulations. Most people look forward to retirement to devote more time to themselves and their families. However, there is another group of people who are postponing this event. Various factors influence the decision to extend working life, closely related to the employee’s job and position. This paper investigates events and causes that affect the postponement of retirement and the motives „forcing” people to extend their working life. The interview method was used to collect data, which enabled an in-depth analysis of the interviewees’ reasons, behaviors, and decisions. The paper aims to show that the retirement decision can be delayed by various causes and the observed persons’ characteristics, motives, and attitudes. The collected data results can be used by participants in the policy process when creating social policies and retirement conditions.

- Summary/Abstract:In recent decades, the elderly have an increasing share in the population’s age structure, and the implications of population aging are visible in all aspects of society. A higher proportion of the elderly population is accompanied by an increase in the number of people who spend a more extended period of their lives as retirees, which affects the social redefinition of the concept of retirement. Retirement of entrepreneurs is an essential topic since entrepreneurial retirement reflects its sustainability, which has a broader social role. The biggest challenges related to the retirement of entrepreneurs are those of psychological nature whose causes are found in their almost exclusive focus on the business aspect of life and the lack of development of other interests and contacts outside the business community during the active working period. After retirement, entrepreneurs strive for activities that enable retention of existing patterns of behavior and continuity in developing relationships within the same social groups. The paper presents an example of an association of retired entrepreneurs in the Netherlands, which accomplishes two important goals through its mentoring program, i.e., it enables social inclusion of retired entrepreneurs and enables younger entrepreneurs to successfully overcome business challenges with the mentoring support of retired entrepreneurs. Modeled on the example of good practice from the Netherlands, in early 2020, an association of retired entrepreneurs was launched in Croatia. The topic of the retirement of entrepreneurs and sustainability of their business ventures is crucial to Croatia because of the enormous wave of expected retiree entrepreneurs who founded companies in the 1990s after Croatia transitioned to a market economy. This paper presents qualitative research conducted among retired entrepreneurs in Croatia interested in volunteering as mentors to younger entrepreneurs. The concluding part of the paper points out the need to support the development of programs that enable social inclusion of retired entrepreneurs, applying their knowledge and experience in encouraging the development of entrepreneurship.

- Summary/Abstract:Numerous studies confirm the connection between a national economy level of development and the achieved standard of living. Furthermore, life standard affects the demographic structure - natural increase, migration balance, and life expectancy. Although European trends are in line with the trends of other developed economies, the paper considers demographic projections based on selected EU-27 countries, with an emphasis on insight into the demographic projections of Central and Eastern European Countries (Bulgaria, Croatia, Czech Republic, Hungary, Poland, Romania, Slovakia, and Slovenia). Changes in the population structure are significant, regardless of the development level - where developed countries do have higher rates of aging changes. The said causes are defined by improved living conditions, planning in the number of family members seen by reducing natural increase and migration balance changes. Therefore, this chapter highlights specific statistics on population projections in the Central and Eastern European countries, compared with the achievements of EU-27 countries. Besides, attention is placed on examples of active participation of the elderly as an indicator of the solidarity degree and the impact of active aging on the labor market and a phased transition to retirement.

- Summary/Abstract:Demographically, Europe is getting older. According to EPRS data published in 2019 and a comparison of the population structure in 2001 and 2017, an increase in the population over 45 is visible, which indicates an almost increase in pension beneficiaries. This paper aims to analyze aging and retirement differences between European countries from the SHARE data (Survey of Health, Ageing, and Retirement in Europe) project. The analysis will use secondary data from the SHARE project collected from interviews in 26 European countries, conducted in 7 waves from 2004 to 2017. The focus of this research will be on Wave 7. Data will be analyzed via IBM SPSS 23.0, using univariate and bivariate statistical analysis methods. Based on the analysis, it will be possible to compare the perception of the elderly population of the European countries, based on which it can be concluded which country is coping well with the aging of its population. The authors suggest further similar research of the same type in the Republic of Croatia.

- Summary/Abstract:Low and negative interest rates encourage investors to look for new ways of saving money for their retirement period. They seek some alternative investments. One type of these are hedge funds. The author analyzes return rates generated by hedge funds, and funds of hedge funds form the point of view. The research is conducted with the Hurst exponent, which is also applied in scientific disciplines like science and nature. The paper proves that the probability of return persistence rates decreases with the extension of the time horizon. It suggests that long-term investments in hedge funds are linked to high-risk levels. One reason is that regular distribution features do not describe their rates of return. The second is a low probability that their performance in one-year or more extended periods can be repeated. According to such conclusions, retirement portfolio diversification seems to be crucial. To sum up, hedge funds cannot be single assets for the retirement portfolio, but they can be its small part to play a diversifier role.

- Summary/Abstract:Population aging and its repercussions have a powerful impact on the traditional concept of retirement and the established transition patterns from work to retirement. Demographic statistics in the twenty-first century show low fertility and low mortality rates for most countries, leading to the Croatian population aging. Several trends impact the aging population: most people live much longer lives, have better health, and have different personal expectations than generations before us. For example, people now expect to live longer after leaving full-time work. The purpose of this paper is to discuss the retirement and post-retirement attitudes of teachers aligned with the current priorities in life. The paper aims to present the changing perception of aging from biological, economic and social perception and investigate how teachers in the region of Slavonia view their pension plans, life expectancies, and the expected needs in old and retirement age. This paper analyzes part of the data collected in the survey conducted on a sample of 5%of 11,839 teachers employed in elementary and secondary schools in the five Slavonian counties: Virovitica-Podravina, Požega-Slavonia, Brod-Posavina, Osijek-Baranja and Vukovar-Srijem counties. The research results may be beneficial for age-friendly policy-making and administrative reforms needed to accommodate the Croatian „silvering” of economy and society.

- Summary/Abstract:Digitalization has emerged as a critical driver, enabler, and supporter of plenty of socio-economic processes in the contemporary digital economy. Since the world population is continually aging, information and communication technology (ICT) is considered a factor in the aging process qualitative shift. Creative aging is identified as a form of active aging. The adoption of digital technology by the elderly population is considered a precondition for their active aging. This study aims to investigate the opportunities for creative aging of the elderly population. The study examines the experiences of the EU countries in relation to ICT promoted creative aging and reducing social isolation among the older population. - Summary/Abstract:The silver economy is a relatively new term representing demographic change and explaining the aging of the population as the economic potential. As a result, global population aging has a strong influence on the economy and society. However, national governments and rural and urban people are not adequately prepared for the aging population growth. The healthcare sector sees the elderly population as one of its most essential consumers due to the many disorders connected with age. The connection between the silver economy and the health sector allows us to qualify and view aging as a consumer group that shapes the health market and directly influences health policymaking. Population aging affects a country’s economic potential and implies socio-health aspects. Active again communicates the specific and more demanding needs of the elderly population, which can be seen through public and personal consumption, primarily through health services, emphasizing medicine consumption. As one of the potential viewpoints for both the silver and healthcare sectors, a growing number of older people are acquainted with the benefits digital technology can provide. With the use of e-tools and information technology, the healthcare sector can also increase its effectiveness for the elderly population. Thus, in this chapter, we analyze the potential of implementing different e-tools in the healthcare sector, especially toward aging people. - Summary/Abstract:Data on demographic trends in developed countries indicate the need for increased attention and a better approach to care for older adults. Better health care results in increased life expectancy, which as such poses certain challenges to society. Life expectancy accompanied by good health alone often does not guarantee an individual’s satisfaction. Due to an accelerating pace of life and continuous lifestyle changes, social exclusion of retired older adults from the community appears to be increasingly present. To reduce the occurrence of this phenomenon and enable this population group to remain active members of the community, it is important to offer them the opportunity for education. After the analysis of European trends, the paper points out the need for continuous strategic planning and more agile organization of education in the Republic of Croatia. Special attention is given to the situation in the city of Osijek, which is a center for education in Osijek-Baranja County. The types and usefulness of the most common forms of education conducted in the period from 2015 to 2020 are also presented.

- Summary/Abstract:Older people are often insufficiently involved in the community’s life and participate to a limited extent in cultural activities for various reasons. These reasons may be geographical isolation, unfavorable financial opportunities, disability, etc. Lack of awareness of the need to involve generation 65+ in cultural education further adversely affects the availability of cultural content intended for them. Increased access to such content contributes to their quality of life, activation, and greater inclusion in society. Social inclusion is an essential element of quality of life and dignified aging. It permeates different segments of life and includes different dimensions and layers. One of its main characteristics is that it is changing. Older age brings with it the problem of adapting to everyday life. The involvement of the elderly population in cultural content is significant, both for the mentioned population and for the local community. This chapter will present the results of a survey conducted among the elderly population of Osijek - Baranja County on their involvement in cultural content and culture perception.

- Summary/Abstract:Communication is a process by which information is exchanged between individuals through a standard system of symbols, signs, or behavior exchanging information; it can be verbal, nonverbal, or nowadays mainly in the electronic form. Electronic communication can be defined as the communication which uses electronic media to transmit the information or message using computers, e-mail, telephone, video calling, FAX machine, etc. This type of communication can be developed by sharing data like images, graphics, sound, pictures, maps, software, and many other things. E-communication has changed due to how the public members interact and communicate with each other for different purposes, such as personal or business. By using e-communication, it is straightforward to communicate with the world. This paper focuses on older people's social media usage and how it affects their lives, concerning the significant age difference between them and the new generations. For the paper, a research-based on a questionnaire for the third age population (65+) was conducted, divided into three subgroups: the young-old (65-74), the middle old (75-84), and the very old (85+), with questions defining their knowledge about social media, their advantages and possibilities, why they are using them, and how much they know about problematic issues related to social media usage that are happening on social media. The research aimed to make a profile of older people as users of social media.

- Summary/Abstract:This paper demonstrates a model for predicting natural population change (the number of live births) with digital demography approaches. We demonstrate that this prediction model significantly improves forecast accuracy over several cross-validation criteria. Prediction is done by means of the analytical tool Google Trends, and in the context of the pandemic crisis, the number of births in 2021 will be just 87% of what would otherwise be „a normal year” in Croatia. We estimate that between 12 and 14% fewer children will be born (from 3,400 to 3,800), i.e., about 32,000 – 33,000. Croatia is on its way to becoming an excellent nursing home of the European Union. The causes of natural depopulation in Croatia are complex and intertwined. Increased emigration, demographic aging, the white plague, and challenging economic conditions have a disincentive effect on the natural population change. The country has already unquestionably lost the core of population that creates new generations. Namely, in the last seven years alone (since it became a member of the EU), Croatia has lost 50,000 pupils and gained 50,000 new pensioners. Today, Croatia would have 10% more pupils if there had not been such intensive emigration of the population after joining the EU, and consequently, it would be younger. A particular problem in terms of demographic issues are numerous areas that are becoming a periphery due to young people migration - with already 3/4 of the country being a periphery in the cultural and economic sense. In this paper, we discuss the assumption that emigration and population aging is a process primarily shaped by the lack of modernization policy. The EU, which systematically neglects the demographic issue in the center-periphery relationship, also plays a profound role in this process of mechanical and natural population change in Croatia.

- Summary/Abstract:The paper examines the state policy of the Russian Federation and Central Asian countries in the field of supporting the aging and retired population, analyzes the dependency ratio in the Russian Federation and Central Asian countries, and provides predictions referring to changes in the demographic structure of the labor force in the context of labor migration. The paper includes prediction indicators of the dynamics of labor migration processes of the population in the retirement age from Central Asian countries, considering the current trends of demographic change, and explores the impact of labor migration processes of persons of retirement age on the economic growth in the context of economic and social globalization.
