Summary/Abstract: This study provides a brief overview and analysis of the measures taken by the European Union to overcome the negative effects of the COVID-19 Pandemic, materialized through the Mechanism for Reconstruction and Sustainability of the European Commission and the National Reconstruction and Sustainability Plan of the Republic of Bulgaria. The focus is on whether the removal of the measures in the field of hydro-amelioration from the plan can be considered a mistake, for which purpose a connection is made between the state of the infrastructure on the one hand and the competitive advantages of our country in the field of agriculture (natural factors) and, on the other hand, the impact of climate change and the lack of an adequate response to it through the planning of measures in the plan.
