Summary/Abstract: Resarch carried out within the project related to the integrated development of the Republic of Srpska is that the quality of higher education in the Republic of Srpska is at a lower level of development than the environment. Using a scientific method, a comparative systemic analysis, the basis for comparison is the state of the quality of higher education in the Republic of Serbia and other countries on the territory of the former Yugoslavia. The paper will present the results of the research from the aspect of the possibilities and limitations of the development of higher education in the Republic of Srpska. Research clearly indicates the huge gap between projected quality in shape: strategies, laws, regulations and other normative acts on the one hand and the actual operational quality of the behavior of the structure of the higher education on the other side in Republic of Srpska. The low level of integrated quality of higher education in the Republic of Srpska is a consequence of the low level of quality of teaching staff that performs teaching, low evaluation level of student 794knowledge, reduced quality of the base for recruiting students and certainly corruptive and criminal actions in the field of higher education. The paper has developed a mathematical model for optimal quality management of higher education in the function of integrated development changes of the social community system.
