On the (Non-)Employment of People with Disabilities by Employers on the Open Labor Market

Summary/Abstract: In 2012, Poland ratified the UN Convention on the Rights of Persons with Disabilities. It recognized the right to work of persons with disabilities on an equal basis with other employees and committed to guarantee the implementation of this right by, among other measures, promoting the employment of persons with disabilities in the open labor market in the public and private sectors (Article 27). Years have passed, yet most people with disabilities in Poland remain outside the labor market and their employment rate is one of the lowest in Europe. This paper addresses the problem of social effects of the law, and the issue of equality at work and in employment, using sociological concepts and results of empirical studies of employers on the open labor market.
