Summary/Abstract: Regardless of the use of the same concept - "interest", there is a significant difference between "legitimate interest" and "legal interest". The legal interest is a necessary material prerequisite for the right to appeal, the existence of an administrative dispute and a necessary procedural prerequisite for the referral to the court with the resolution of this dispute.
