Summary/Abstract: In this paper, we aim to highlight the national efforts that representative countries of the European Union (EU) have made to harmonize national goals, with those of the NATO, in the field of cybernetics. This study also focuses exclusively on the approach of the French Republic, the Federal Republic of Germany and the Kingdom of Spain, in the field of cyber defense developments, while analyzing evolutionary concepts and phases in the field, at Allied and European levels.
