Summary/Abstract: Academics, decision-makers, and practitioners are increasingly preoccupied with the fact that the world’s degree of volatility, uncertainty, complexity, and ambiguity has reached unprecedented levels. Thus, resilience has become the objective of many scholars and practitioners. As a result, we have several theoretical concepts that we can use to analyze whether some specific governance system has the potential to be resilient. The purpose of the paper is to analyze Romania’s Recovery and Resilience Plan and draw conclusions regarding the public administration reforms’ potential to foster resilience. The argumentation will be based on the analysis of these reforms against the theoretical concepts of complex adaptive systems resilience and, particularly, polycentric governance systems. The limit of the analysis is that it only provides a partial picture of the potential for resilience of Romania’s administrative system because it does not take into consideration the entire institutional architecture of the administrative system, but only the reforms that are included in the Recovery and Resilience Plan.
