Summary/Abstract: The report on the consideration, the role and the media in political communications and public empathy of public empathy (public engagement) as a necessary prerequisite for creating and effectively developing and implementing public policies and proposing possible approaches to achieve this premise – the basis of (scientific) evidence for policy development and implementation (evidence–based policy making). The approaches and techniques for building public engagement are analyzed through the prism of a new ethical factor in communications, both in journalism and in PR. The thesis that the general direction of evolution in modern public administration and related communications is from „opinion–based“ to „scientific evidence–based“ governance is substantiated and the consequences and challenges of this trend of communication in the policy process are considered. Particular attention is paid to the importance of public engagement.
