Summary/Abstract: This paper is structured as follows: a) the nature of public opinion as a political-psychological phenomenon; b) main institutions for public opinion forming; c) focusing on three institutions: family, education system (school) and the media. I mainly refer to Valdimer Orlando Key Jr. (V. O. Key Jr.) and his book „Public Opinion and American Democracy“ (1961). In conclusion, I draw generalizing conclusions about the role of the three examined institutions for the formation of public opinion in the conditions of democracy/post–democracy.
