Summary/Abstract: At the moment, the public administration is in an unfortunate situation where public office is neither attractive nor motivating for good and honest professionals. The implementation of some dimensions of the public administration reform is delayed or proceeds with difficulty. The public administration continues to perform functions that do not exactly correspond to the role of the state in a functional market economy. For this reason, the modernization of public administration is a desire of the whole society, regardless of the fluctuations of the opinion polls. However, the modernization of a country is not possible without the gradual and constant reformation, at all levels, both vertically and horizon-tally, of all the political and social components of the state, including increasing the performance management of the public office.
