Summary/Abstract: Culture possesses a comprehensive social development potential (political, social, educational and economic), because it influences the process of creating dominant values, opinions and models of people's behavior. However, this developmental potential of culture is adversely affected by numerous political, social and economic factors related to human needs and problems that are present in transition societies. In the conditions of today's intense technological development and the impact of globalization, the security of states is threatened by numerous asymmetric threats that often call into question their survival. For these reasons, it is necessary to have a high level of security culture that manifests itself in the ability to perceive the risks, analyze them and take measures to eliminate their destructiveness. In the process of creating a security culture, media for mass communication are also important places that have the task of protecting and promoting the public interest, which is important for the development of a democratic society. The instrumentalisation of the media, by the centers of power (political, economic, etc.), is accompanied by sophisticated ways of manipulating the public in order to focus their attention on what the media place, that is, it is in the interest of the subject behind him. Such manipulation, in a political sense, is a form of propaganda, the ultimate goal of which is indoctrination of the masses, which in exceptional social conditions is also a form of "psychological warfare".
