Summary/Abstract: The importance of qualified and well informed citizens to Europe extends beyond formal education to the knowledge and skills acquired informally or independently. Citizens should be able to show what they have learned, so that they could use this knowledge and skills in their careers and their further education and training. For this purpose, they should have access to a system that validates – identifies, documents, assesses and certifies all forms of education.
