Summary/Abstract: At the beginning of the report is provided an overview of the cultural, historical and natural-resource potential, as well as the demographic processes that can impact on the socio-economic development of the municipality. In the course of the exhibition is applied sector-sectoral approach. Separately is considered the state of each industry represented in the socio-economic complex and its importance for the development of the same. Leading economic function has agriculture, followed by forestry (logging, hunting and fishing), the service sector and finally the industrial sectors (extractive and processing industry). In the agricultural sector the main occupation of the population is connected to the cultivation of tobacco and potatoes. Livestock farming has a smaller share in agricultural production. It is dominated by sheep and cattle farming, less-developed are poultry and pig farming. The prospects of the industry are connected, not only with the production of quality tobacco and an increase in areas with alternative crops, but with development of pastoral farming as alternative forms of employment. Promoted is market-oriented production. At the core of improving the competitiveness of agriculture, the participation of farmers in different projects under EU programs related to the industry plays an important role. In the service sector tourism has established itself as a key sector, where there is a gradual increase in the number of registered businesses and employees. The concentration of natural and anthropogenic resources is a huge potential for development of various tourist supply (spa, historical, cultural, rural and ecotourism) in the municipality. Trade in the municipality is also relatively well developed and meets the basic needs of the population in this area. Good traditions and opportunities has the craftsmanship. In the service sector as a key sector has established itself tourism, where there is a gradual increase in the number of registered businesses and employees. The concentration of natural and anthropogenic resources is a huge potential for development of various tourist supply (spa, historical, cultural, rural and ecotourism) in the municipality. Trade in the municipality is also relatively well developed and meet the basic needs of the population in this area. Good traditions and opportunities has craftsmanship. Most underdeveloped in the municipality is the industry. It is dominated by light industry, particularly clothing and footwear industry and the development of the extractive industry is associated mainly with the opportunities to produce timber, cladding materials, lignite and diatomite. The social sphere is characterized by well-developed social services and cultural activities. The level of health services is low. The education level of the population is also relatively low. These are some of the main social problems in the region. Opportunities for new jobs and sustainable economic growth are mainly related to tourism development that stands out as a sector with potential for growth in the local economy. At present, the municipality started the implementation of several projects, which will continue their implementation in the coming years and which are part of the measures to address the key issues and to raise the living standards of the population as a whole. The implementation of the same, and the evolution of those initial reports of socio-economic development of the municipality of Garmen can be dealt with in a subsequent time in a similar report.
