Summary/Abstract: Healthcare in Bulgaria is faced with several problems - limited resources and ever increasing costs. The higher costs are due to the demographic changes, the growing needs of the population and the relatively expensive methods of treatment. How in the best possible way to use limited resources to improve the quality of health services, to improve the relationships between the levels of the health system and between different participants in the process of supply and use of health services and to ensure the financial sustainability of the health system.
