Summary/Abstract: The Communication of the Commission “Europe 2020: a strategy for smart, sustainable en inclusive growth” (3/3/2010), has been submitted to the 2010 March and June European Councils. The latter brought its political support to Europe 2020 and to the 10 integrated guidelines (Commission proposals 27 May 2010, which include two guidelines on employment, one on education policy, one on the fight against poverty) as well as to the five quantitative benchmarks in the field of employment, R&d, environment, education, poverty - despite some earlier reluctance in the March council on the principle of quantitative benchmarks for education and poverty.
