Summary/Abstract: There are discussed the theoretical problems contained in the European methodology for cost-benefit analyses. The author suggests ways of solving these problems. Calculation of public benefits and costs are based on input-output models. Evaluation of social effectiveness is based on the developed by the author of the index of speed of specific increment in value (IS).
