Summary/Abstract: The report addresses the problem of studying the technological changes from the standpoint of modern evolutionary economics: what incentives detect agents - innovators and conservatives, providing data content changes. The main attention is paid to how to describe the technological change of the economic system, evaluating factors such changes. Obtained three subsystems - the institutional, technical and financial, cooperation between which determine the course of the technological evolution of the economy
