Summary/Abstract: The article examines the main problems of business in Russia. The author analyses the factors that hinder the development of small businesses and that result in excess costs of small enterprises in construction. Determined, that Russia has a long-standing problem of administrative barriers, which are not directly related to business, but result in significant payments.
