Summary/Abstract: Public administration recognized in different government and municipality structures serves the society interests by controlling and regulating the obligations of busyness and private individuals. There are serious preconditions for conflict developments between small farmers and the public administration due to lack of communication and interest difference, in the conditions of market economy development in our country. Public administration asserts the interest of the structure it represents, while small farmers are driven by their private interests, which most often leads to maximizing their profits and surviving the difficult marketing environment. This report aims to create a conceptual framework for studying the conflicts due to lack of communication between small farmers and public administration and finding solutions for their future socializing.
