Summary/Abstract: In this short article the author has tried to point out the hot spots for necessary institutional changes in Malaysia. As the term of financial crisis has been discussed among the leaders of ASEAN one can perceive indispensable changes on a social base. In regards to the 10th Malaysia Plan, it is also distressing that the government does not pay enough attention to the reasons for the slower than expected rate of economic development.
