Summary/Abstract: The Charter of the United Nations emphasizes the importance of respecting the principle of national sovereignty and the need to develop international cooperation, states being the original subjects of international public law. Some international crises, potential risks and threats to regional security require that appropriate military decisions be made in compliance with international public law. The quasi-permanent phenomenon of international relations, the political-military alliances are a fundamental component of world politics, a way of promoting the interests of the member states.
