Summary/Abstract: The chapter illustrates the particular problems of the mismatch of rhetorical pledges by the EU to address the region's democratic deficit and the reality of inertia in the region's democratisation; they achieve this via a quantitative analysis of real policy processes involving national parliaments and their engagement with EU directives.
