Summary/Abstract: The right to information is one of the fundamental rights of citizens in democratic societies. It is exercised in two ways: through the reactive and the proactive publishing of information public institutions have in their possession. The reactive approach comprises the publishing of information upon a citizen’s request, while proactive publishing of information, or proactive transparency, means that institutions publish information on their own initiative, regularly and systematically, regardless of whether there is a request for access or not.
