Summary/Abstract: The agreement signed in Qatar on 29 February does not end the war in Afghanistan but facilitates the withdrawal of foreign troops from the country. The deal weakens the official authorities in Kabul and strengthens the Taliban ahead of planned peace talks. It may, however, increase President Donald Trump’s re-election chances.
