Summary/Abstract: The Normandy Format (Ukraine, Russia, Germany, France) summit, held in Paris on 9 December for the first time since 2016, did not bring any breakthrough in the negotiations regarding settling the situation in Donbas. The Russian authorities still lack the political will necessary to end the conflict.
